TATHAM PARISH COUNCIL, JANUARY MEETING 2007

Held in the Old School, Tatham Fells on Tuesday January 16 at 7pm.

Present: Cllrs Sue Dawson, Melanie Winstanley, Ruby Murray, Robert Whitfield, Bill Deller, Michael Mason, Andrew Taylor, & District Cllr Pat Quinton, the Clerk & 2 members of the public Jim and Kay Harrison from Green Fold.

Public Time: The Parish Plan was discussed, Cllr Deller is chairman, he and Cllr Dawson with the aid of Mark Chappelhow are to fill in the form, and a letter was read from Bronwen Osborne re health services in the community.

The meeting opened at7.35pm.

1. Apologies: None.

2. Minutes: of 21/11/06 have been circulated. Cllr Dawson, chairman signed them as a true and correct record, proposed by Cllr Winstanley seconded by Cllr Deller.

3. Police & Community Together: Newsletter.

4. Finance: The up to date Receipts & Payments book was inspected.

(a) Bank Statements – current Oct.22 - Dec.22 £3,079.92

(b) Clerks salary to be raised to £400 per year, proposed by Cllr Dawson, seconded by Cllr Whitfield, Cllr Taylor declared and interest.

(c)The Budget for 2007/08 was discussed; Cllrs agreed all items the Budget to be £3,418 with £218 to be taken from reserves.

(d) PRECEPT - Cllr Deller proposed & Cllr Murray seconded that we apply for a Precept of £3,200 and the form was filled in and signed.

5. Plans:

Granted - FUL & LB replacement oil tank at Snap Cottage for Mr & Mrs Stone.

New & Granted - Reserved Matters Application for the conversion of a stone barn to agricultural workers dwelling and for the construction of an agricultural building for cold room preparation and storage at Southmire Barn for Mr Holland.

New – Agricultural Determination 06/01514/AD for the erection of a storage building at Fleet Green, Higher Tatham – agent A Atkinson, Leeds.

6. Highways: Mr Craven has replied to our last letter, he is to be informed that the road has been washed out on the left hand side of the road going down hill on the road to Botton from Lowgill lane to Furness Ford Bridge. He is to be reminded of the broken fence at the junction with Long Lane and Cross road and of 3 blocked grates from Oxenforth Green to the Yorkshire border. A further request is to be made for cattle grids on Ringstones/Craggs Lane as children have to get off the school bus to open the gates. Cllr Quinton volunteered to report a blocked grate in the car park at Wennington Railway Station.

7. City Council: (a) Cllr Quinton explained the City Council bid for Unitary Local Government Status (b) Cllrs do not want to be informed of all applications for Premises Licences, Cllr Quinton will inform us of any relevant to Tatham (c) Local Development Framework News (Statement of Community Involvement Now Adopted) – Core Strategy to be submitted in April (d) Accident prevention workshop Feb 7.

8. County Council: (a) Minerals & waste consultation (b) Local Transport Plan booklet and CD.

9. North Yorkshire County Council: Minerals & Waste consultation.

10. LAPTC:

Lancaster – Minutes Sept & Nov. Agenda Nov & Jan.

County – December Newsletter.

National- Magazines: Beacon open day Jan 24.

11. Community Futures: The steering committee are going to make an application for the Parish Plan.

12. Reorganisation of the Primary Care Trust in Lancashire & Cumbria: a letter from Mr & Mrs Osborne was read, it was decided to write to Mr Cumming, N Lancs. Primary Care Trust, 2 Derby RD, Wesham, Preston, PR4 3RL asking how services will be delivered in our Parish following the reorganization of the Primary Care Trust in Lancashire & Cumbria.

13. Correspondence: (a) invitation to the chairman to Blackburn Cathedral on Jan 14 (b) LASRUG September letter (c) Christmas card from MP Geraldine Smith and a letter offering to attend a Parish Council meeting.

14. Next meeting: March 20, 2007 at 7.30pm in the Old School, Tatham Fells.
