TATHAM PARISH COUNCIL, JANUARY MEETING 2012

Held in the Old School, Tatham Fells on Tuesday 17 January at 7.30pm.

Present: Cllrs Jim Harrison (Chairman), Melanie Winstanley, Andrew Taylor, Bill Deller, Bronwen Osborne & Edward Mason, & the clerk Mary Taylor.

Public Time: Planning and long fasteners for cattle grid gates were discussed.

The meeting opened at 7.40pm.

1. Apologies: District Cllrs Jane Parkinson & Joan Jackson who are attending another meeting & Cllr Dawson who is ill.

2. Minutes: of 15/11/11 have been circulated. Cllr Harrison, chairman signed them as a true and correct record, proposed by Cllr Deller, seconded by Cllr Winstanley.

3. Police & Community Together: Cllr Taylor reported that poachers had been caught through the farm watch scheme and police had attended an elderly parishioner who had received a frightening phone call.

4. Broadband: B4RN Company has been established with further meetings organised.

5. Parish On Line: This is to be reviewed at a later date.

6. Lengthsman: Cllr Harrison reported on a meeting with Wray and Melling and Tarja Wilson, County Council. Our budget covers the work of the Lengthsman 48 weeks at two and a half hours per week. £1700 is available from the County Council to be shared by the three parishes, this is for specific footpath work e.g. £48 for ditch work, Cllrs agreed to join in this scheme.

7. NHS: No reply has been received from Dr Hugh Reeve; MP Eric Ollerenshaw has replied with a reply from Earl Howe, Parliamentary Under Secretary of State for Quality (Lords) encouraging us to keep up the campaign to be aligned to South Cumbria.

8. Diamond Jubilee: The Parish Council will precept for a small budget for the event, suggestions are to be sought from the Friends of the School, the Sports Committee, the Village Society and Women’s Institute.

9. Finance: The up to date Receipts & Payments book & quarterly report were inspected.

(a) Letters requesting grants for next year (with balance sheets) have been received.

(b) Cllr Winstanley proposed and Cllr Osborne seconded that the following be paid –

Cheque No 362 J Harrison (printing broadband leaflets) £9.60

Cheque No 363 Dave Duperouzel (hosting website) £75

Cllr Harrison declared an interest.

(c)The Budget for 2012/13 was discussed. Money was budgeted for the Queen’s Diamond Jubilee, Tatham History Society no longer require a grant. It was agreed to support Lancaster and Skipton Rail Users Group, the railway and Wennington station are in Tatham and LASRUG have had repairs done when the Parish Council was ignored.

(d) PRECEPT Cllrs all agreed each item of the Budget. Cllr Harrison proposed & Cllr Winstanley seconded that we apply for a Precept of £4,450 and the form was filled in and signed. Budget displayed on the following page.

10. Plans: 11/00690/FUL amendment to erection of wind turbine for Andrew Staveley at Hill House; Turbine 33.6 metres from ground to tip.

11/01075/CU change of use of former Methodist church, Lowgill to dwelling/garden/car park and single storey extension. A letter from the Parish Council planning committee has been sent with suggestions but not objecting in principle.

11/01169/AD prior notification of an agricultural development, a lean to for machinery at Lower Lythe for Mr J Nimo.

There were no objections.

11. City Council: Joanne Latham report on 3 Tier Forum 23 Nov: The Parish Council will have to pay for any Parish Council By Elections.

12. County Council: Wastes & Minerals development framework: better working between councils: sustainable government.

Highways: Reply to our letter from Jo Turton: work on Ringstones lane has been completed: a 30mph limit is proposed for Lowgill: Matters raised – gritting on Old Moor road is to be requested as the school bus uses this road; pot holes on Ivah Great Hill/Silly Lane, the church road and Agnes Ing Lane; the surface of both Hindburn Bridge and the one over Croasdale beck at Mill Bridge are in need of attention and all gullies need cleaning.

13. LALC:

Lancaster – Minutes & Agenda, Cllr Taylor gave a report on the meeting of the 3 Tier Forum; Michael Helm, Ellel Parish Council in the PC representative phone 01524 751822.

County –Newsletter: Annual & financial reports: e bulletin: training: Buckingham Palace garden party.

National- Magazines.

14. Correspondence: Invitation to Chairman to Blackburn Cathedral: SELRAP: LASRUG.

15. Next meeting: 20 March 2012 at 7.30pm in the Old School, Tatham Fells.
