TATHAM PARISH COUNCIL, JULY MEETING 2009

Held in St James the Less Church on Tuesday 21 July at 7.30pm

Present: District Councillor Joyce Pricthard, Parish Councillors Melanie Winstanley, Bill Deller, Andrew Taylor, Sue Dawson and Jim Harrison, PCSO Peter Wood, the clerk and 2 members of the public, John and Phyllis Holt.

PUBLIC TIME: The Parish Council summer meeting will be held on 29 June 2010.

The meeting began at 7.30pm

1. Apologies: Cllr Murray who is ill; Police Constables Ian Johnston & Carl Wood.

2. Minutes: of 19/05/09 have been circulated; they were signed as a true and correct record, proposed by Cllr Winstanley seconded by Cllr Dawson.

3. Police & Community Together: PCSO Wood reported no crime in Tatham; in the Lune valley speeding and poaching have been reported: The next PACT meeting will be at Hornby Institute on Tuesday 4 August: The Police have been liaising with Andy Stocks, the owner of Ivah Great Hill, they are to invite him to a Parish Council meeting.

4. Lengthsman: Councillor Harrison reported that he is disappointed with the Lengthsman; he is to be asked to remove the self sown sycamore saplings from the bridge between the B6480 and St James the Less church.

5. Telephone Box: We are still awaiting developments.

6. Roadside verges: A complaint had been received that some of the road side verges in Tatham Fells had been mown before the wild flowers had time to set seeds. The Parish Council has contacted Martin Charlesworth, Community Projects Officer, FOB, AONB, First Floor, Waterloo Mill, Waterloo Road, Clitheroe, BD7 1LR. (01200 426433). He is looking into designating new wildflower verges; there are two in Tatham now.

Councillors pointed out the dangers to road safety of not mowing roadside verges.

7. Risk Assessment: Councillors brought recent photographs of the Parish Council seats, the seats are in good condition.

8. Finance: The receipts & payments book was open for inspection.

Chairman Cllr Deller signed the bank statement.

(a) Bank Statement: Reserve 22 May, no interest £780.90

(b) Thank you letters have been received from NW Air Ambulance, Wray Institute Committee, St James the Less Church, The Good shepherd Church, Tatham Fells School and Tatham Fells Old School.

(c) Cllr Dawson proposed and Cllr Harrison seconded that the following be paid –

Cheque No. 326 Tatham Fells Old School (hire of room for History lectures) £24.00

Cheque No. 327 Melling with Wrayton Parish Council (Lengthsman) £1,106.00

9. Plans:

Permitted/Refused – Ivah Great Hill – permitted - pond and nature hide; refused – hard standing and power supply shed.

New – 09/00483/FUL – erection of tack room with first floor storage annex, to existing stable block, The Stables, Upper Ashleys for Mrs V Sutton. No objections.

New – 09/00537/FUL – erection of a single storey annex to form auxiliary accommodation at Wenning House for Mrs I Johnson. Objections are to be sent.

Planners are to be informed of objections to noise of a stone breaking business at Wenning Cottage.

10. City Council: (a) Local Development Framework – Planning (b) Land monitoring report (c) Parish Council questionnaire has been filled in.

11. County Council: (a) Lancashire Local- Lancaster District minutes & agendas (b) Roadlife, road safety magazine (c) Public Transport information.

Highways: The blocked drain at School House, Old Moor Road which caused flooding in a farm building has now been dealt with.

Mr Abraham is to be informed of points from the March and May meetings (1) Passing places are to be requested on High Road and Aikengills road (2) subsidence across the road near the Cross of Greet (3) Ringstones road side falling away and the wall at the side of the bridge falling down (4) Failure of the roadsides of the fell roads to be mown (5) Flooding in a roadside field at Millhouses a copy of a letter with photographs is to be enclosed (6) the

side of the road is breaking away on Fairheath road, on the left side of the road before the entrance to Middle Barn.

A request is to be sent to the County Council for a copy of their policy for mowing roadside verges in Tatham.

12. LALC:

Lancaster Area – Minutes &Agendas: BBC SOS project: Local Strategic Partnership sheets 14 & 15: Foundation – a climate fund for the North West; The Hub (CVS0 community voluntary solutions.

County – Newsletter & training: AGM 7 Nov.

National –magazines.

13. Community Futures: Points raised in the Parish Plan are to be re assessed: Cllr Winstanley reported on Tatham History Society – there are now 70 members, 33 people had been on a history walk at Lowgill, further lectures are planned and work has started on the effect on the area of the installation of the Haweswater aqueduct.

14. Correspondence: (a) SELRAP (b) Forest of Bowland questionnaire was filled in (c) NHS consultation document re Ridge Lea and in patients with mental health problems; also bowel screening information.

15. Next Meeting: September 15, at 7.30pm in the Old School, Tatham Fells.
