TATHAM PARISH COUNCIL, SUMMER MEETING 2010 Held in St James the Less Church on Tuesday 29 June at 7.30pm Present: District Councillor Stuart Langhorn, Parish Councillors Melanie Winstanley, Bill Deller, Andrew Taylor, Sue Dawson and Ruby Murray, and the clerk Mary Taylor. The meeting began at 7.30pm PUBLIC TIME: Councillors expressed appreciation for Mrs Phyllis Holt for kindly unlocking and arranging the vestry for the meeting. Tatham Relief in Need Charity was discussed following Mr Martin Gillibrand’s report at the Parish Assembly. In 1779 the Honourable Francis Chartaris gave land on Tatham Moor at Ashley Hill to the Overseers for the erection of houses for the poor. There is no water supply to the field and the houses were never built. After 1894 the land was managed by the Parish Council which received a small rent for this small plot of poor land with no water. In the 1980s the land was sold and the money used to set up the charity under three trustees. Mr Gillibrand is to be asked to clarify the present situation.
1. Apologies: District Cllr Joyce Prichard and the Police. 2. Minutes: of 18/05/10 have been circulated; they were signed as a true and correct record, proposed by Cllr Taylor seconded by Cllr Dawson. 3. Police & Community Together: A vehicle was stolen on 11 June near the entrance to Spens Farm. PC Ian Johnson has retired due to ill health; a letter of appreciation is to be sent. 4. Lengthsman: Chairman, Cllr Deller reported that the new Lengthsman is Ian Sedgwick from Wray. 5. Risk Assessment: Cllr Winstanley brought recent photographs of the Parish Council seats, the seat in Lowgill is in good condition, but the one on Trinket lane has been demolished, thought to be by a vehicle. As the insurance has a £250 property damage excess, the Parish Council resolved not to replace the seat, proposed by Cllr Dawson, seconded by Cllr Taylor. A piece is to be put in the Wrayly Mail to see if anyone would like to donate a seat. 6. Finance: The receipts & payments book was open for inspection and the quarterly report given from this book. (a) The new Insurance Document from AVIVA was studied. (b) Thank you letters have been received from Wray Institute Committee, St James the Less Church, The Good shepherd Church, Tatham Fells School and Tatham Fells Old School. (c) Cllr Dawson proposed and Cllr Murray seconded that the following be paid – Cheque No. 340 Melling with Wrayton Parish Council (Lengthsman) £1,106.00 Cheque No. 341 Tatham History Society (parish plan) – web site £85.00 7. Plans: New – 10/00435/FUL – erection of single storey extension to side. For Mr. O Marsden, Ashbank Cottage, Ashleys. New – 10/00457/LB – listed building application for the restoration of existing house including demolition & rebuilding of existing single storey extension, for Mr. A McClements, The Blands, Old Moor road. There were no objections. 8. City Council: notification of Standards committee meeting and spring bulbs offer. 9. County Council: Bite sized briefings re courses: Schools meeting: Community Engagement booklet: information re prohibition of stopping on school entrance markings. Highways: reply to our letter: Network Rail are to be contacted again re bridge to St James church and damaged railings above the station. 10. LALC: Lancaster Area – Minutes &Agendas County – Newsletter &workshops: Autumn Conference & AGM. National –magazines. 11. Parish Plan: Bob Taylor led a walk in Tatham Fells to some of the sites remaining from the building of the Haweswater aqueduct between 1948 and 1954 when he lived at Botton Head. A walk at the Green is planned for July and several lectures for the winter. 12. Correspondence: North Yorkshire Council consultation of Minerals and Waste website. 13. Next Meeting: 21 September, at 7.30pm in the Old School, Tatham Fells. The meeting closed at 8.50pm. |
