TATHAM PARISH COUNCIL, MARCH MEETING 2009

Held in the Old School, Tatham Fells on Tuesday 17 March at 7.30pm.

Present: District Cllr Joyce Pritchard, Cllrs Melany Winstanley, Ruby Murray, Andrew Taylor, Michael Mason, Sue Dawson & Jim Harrison, the Clerk and four members of the public Eric and Margaret Baker, Sue Clements and Carole Butcher.

Public Time: The appeal to the planning application for Ivah Great Hill was discussed.

It was noted that a dog fouling notice had been erected near Wennington Station.

The meeting opened at 7.55pm.

1. Apologies: Parish Cllr Bill Deller because of illness.

2. Minutes: of 20/01/09 including the budget has been circulated. Cllr Winstanley, chairman signed them as a true and correct record, proposed by Cllr Dawson, seconded by Cllr Murray.

3. Police & Community Together: Parts have been stolen from farm vehicles and contractor’s equipment, the Lancashire Police are liaising with Yorkshire Police to deter or apprehend the thieves.

4. Lengthsman: Cllr Harrison reported that the contract has not yet been signed, the contact at Melling, John Marsh has been ill. Cllr Harrison is to contact Steve Loy, clerk for Melling to ask for the latest time sheets.

5. Telephone Box: Cllr Winstanley is in contact with English Heritage, paperwork concerning the listing of the box has now been sent to the Secretary of State.

6. Village Green: Cllrs agreed that the registration of the small village green in Lowgill Village is correct.

7. Risk Assessment: Cllrs filled in the Risk Assessment form, it was agreed to inspect the Parish Council seats every four months.

8. Finance: The Accounts book and quarterly report were inspected.

(a) Bank Statements Current 23 Jan £1,009.20

Reserve – Interest 24 Oct– 23 Jan £2.79 £780.63

Cllr Harrison signed the bank statements.

(b) Received: 12 February, VAT repayment £11.73

(c) Cllr Mason proposed and Cllr Dawson seconded that the following be paid

Cheque No 316 Clerk’s salary £400; clerk’s expenses £85.96 £485.96

The Audit return must be approved by 30 June.

9. Plans:

Permitted: Extensions at Mill Houses for Mr Kelsall.

Permitted: Garden store, car port & veranda at Hope Cottage for Mr & Mrs Sutton.

New & Permitted: 09/00029/FUL Demolition of store & erection of stable block & replacement domestic store at Craggs Cottage for Mr Robert Guy.

New: 09/00067/FUL Erection of a 2 storey side extension at Riggs Farm for Mr B Beard.

New: 09/00134/FUL Erection of side extension at Far Corner Cottage, Ashleys for Mrs S Marsden.

There were no objections.

New Appeal: Application No: 08/00284/FUL For: Mr Andy Stocks

Proposal: Retention of a hard-standing area together with the construction of a pond. Natures hide and power supply shed.

Site Address: Ivah Great Hill, Lowgill Lane, Tatham, Lancashire.

Appeal No: 09/00004/REF. Inspectorate REF: APP/A2335/A/09/2097448.

Observations to be submitted (three copies) by 25 March to the Planning Inspectorate, 3/18A Eagle Wing, Temple Quay House, 2 The Square, Temple Quay, Bristol BS1 6PN.

Many objections were received to the original application and many more have been received to this appeal. The Parish Council are to send a letter of objection.

10. City Council: (a) Consultation re council’s future priorities (b) consultation re Lancaster Science Park (c) Free tea and cakes with the Mayor and Mayoress on 25 March at the Platform, Morecambe and 28 March at Lancaster Town Hall, both from 3- 6pm

11. County Council: (a) Joint Minerals & Waste, Local Development Framework core Strategy, Adoption Statement and update. Cllr Winstanley is to attend a meeting on 23 March.

Highways: Cllr Harrison is to ask the Lengthsman to clear rubbish dumped at the signpost to Wray on Burn moor and to divert water from the road into the ditch on the side of the road there to the Yorkshire border.

Reply from Mr Abraham, the drain on Mewith Lane has been opened. Old Moor Road is to be closed until 6 April; Russells Lane is to be close from 6 April to 18 May for the instillation of a water pipe.

Further passing places are to be requested on the road in Higher Tatham from Fairheath Head to the sign post on Burn moor (High Road and Aikengill Road).

A request is to be sent for road side verges on the fells to be mown, a map of these is to be sent. Highways are to be reminded not to mow the wild flower verges.

They are to be informed of road subsidence across Lythe Fell Road, near the Cross of Greet.

16. Next meeting: 19 May at 7.30pm in the Old School, Tatham Fells, Annual Parish Assembly/Meeting, Annual Parish Council meeting & May meeting.

The meeting closed at 9.10pm.
