TATHAM PARISH COUNCIL, MARCH MEETING 2010

Held in the Old School, Tatham Fells on Tuesday 16 March at 7.30pm.

Present: Cllrs Bill Deller, Melany Winstanley, Ruby Murray, Andrew Taylor, Michael Mason & Jim Harrison, the Clerk and four members of the public Carole Butcher, Olive Beard and Norman and Ann Dawson

Public Time: Tatham Relief in Need Charity was discussed, the Trustees are to be asked to the Parish Assembly/Meeting on 18 May to see if money from this charity can be used for a children’s play area and repairs to the Old School.

The meeting opened at 8pm.

1. Apologies: County Cllr Susie Charles, District Cllr Joyce Pritchard, Parish Cllr Sue Dawson and Police Constable Carl Wood and PCSO Peter Wood.

2. Minutes: of 19/01/10 including the budget has been circulated. Cllr Deller, chairman signed them as a true and correct record, proposed by Cllr Murray, seconded by Cllr Winstanley.

3. Police And Community Together: A PACT report from PC Wood was read, there has been no crime in Tatham but diesel has been stolen in near by Parishes. PC Wood and PCSO Wood have visited all 8 primary schools in the Lune Valley this month and spent a full day at each delivering Safe Internet talks with a film to Yrs 4-6, and Stranger Danger and Road Safety to younger classes.

4. Lengthsman: Cllr Harrison reported that five people including the present Lengthsman are to be interviewed next month for the position.

5. Insurance: Enquires are to be made concerning the extra premium for insuring the War Memorial.

6. Risk Assessment: Cllrs reviewed the Risk Assessment form; Cllr Winstanley brought recent photographs of the seats.

7. Review of Effectiveness of Internal Audit: The Internal Auditor inspects the books each year for the external audit and all transactions are on the agenda for each meeting, these are displayed at five locations in the Parish.

8. Finance: The Accounts book and quarterly report were inspected.

(a) Bank Statements Current – no statement has been received

Reserve – Interest 23 Oct– 2 Jan £0.10 £781.20

The chairman signed the bank statement.

(b) Received: 19 February, VAT repayment £18.00

(c) Cllr Mason proposed and Cllr Deller seconded that the following be paid

Cheque No 330 Clerk’s salary £425; clerk’s expenses £83.56 £508.56

9. Plans:

New: 10/00155/LB – replacement of the roof at The Green, Mewith Lane for Mr R Bradley.

There were no objections.

10. City Council:

11. County Council: Lancashire Local – Lancaster District minutes and agendas: meetings re bus service concessions & apprentice scheme: all terrain buggies are available on Beacon Fell & Wycoller Country Park.

Highways: Complaints have been received regarding flooding and lack of grit. Pot holes have been reported at Fairheath Head and on High Road from there to Higher Stock Bridge, also near Middle Barn and near Mill Bridge on Lowgill road, also between Lowgill Lane end and Silly Lane and on Slaidburn road near the boundary.

Footpaths: The appeal for the diversion of a footpath at Parkside, Russells Lane has been refused. This was to delete parts of Pubic Footpath No 4 & 6a and add a new Public footpath to 6a.

12. LALC: Lancaster – Minutes & Agendas: CVS Bulletin: green space & green roof events.

County –Newsletter: best kept village: The chairman’s name to be forwarded for the Palace Garden Party: Morecambe Bay walk: Training.

13. Parish Plan:

Tatham History Society – Mike Winstanley organised a day at the Record Office in Preston on 13 March, where 19 members studied documents relating to Tatham.

Health Services – reply to a letter composed by Bronwen Osborne – from Janet Soo-Chung, North Lancashire Teaching Primary Care Trust, re cross border patients. She says that the number of patients referred to them from North Yorkshire PCT remains small, Lancashire has continued to charge North Yorkshire For services, a more formal contractual arrangement had not been deemed necessary due to the small number of patients in this category.

Broadband - copies of a letter composed by Cllr Harrison and Christine Conder have been sent to Cllr Langhorn, MP Geraldine Smith, County Cllr Susie Charles, Nicholas Race, Barry Forde and Deborah. A reply has been received from Cllr Langhorn and an acknowledgement from Miss Smith. Christine Conder and various people are lobbying for Broadband for the outlying areas. Broadband will be able to be received within 100 metres of the Old School shortly due to a dish receiver obtained on a grant by the Old School committee.

14. Correspondence: Fire & Rescue service report and actions plan and consultation outcomes: Information from the New Regional Community Activists Network.

15. Next meeting: 18 May at 7.30pm in the Old School, Tatham Fells, Annual Parish Assembly/Meeting, Annual Parish Council meeting & May meeting.

The meeting closed at 8.50pm.
