TATHAM PARISH COUNCIL, SEPTEMBER MEETING 2010 Held in the Old School, Tatham Fells on Tuesday 21 September at 7.30pm Present: Parish Councillors Andrew Taylor, Sue Dawson, Melanie Winstanley, Michael Mason, Ruby Murray, Bill Deller and Jim Harrison, PCSO Peter Wood, the Clerk, Mary Taylor and 3 member of the public, Mike Garstang and Roger & Jenny Jennings. PUBLIC TIME Residents complained about the erection of two signs at the junction of High Road with the Church road. The outcome of the discussion is noted in "Highways". Following Public Time the members of the public left the meeting. The meeting opened at 8pm. 1. Apologies: 2. Minutes: of 29/6/09 have been circulated; they were signed as a true and correct record, proposed by Cllr Dawson, seconded by Cllr Taylor. 3. Police & Community Together: PCSO Wood reported that a calf had been stolen from a field in Tatham. Also thieves are stealing diesel using a black Daihatsu registration number J765GDN. 4. Tatham Relief in Need Charity: Mr Martin Gillibrand has sent a copy of the Scheme and a covering letter, he has spoken to three people who are willing to act as Trustees on the retirement of John Knowles and Bill Wilson. This was discussed at length and no conclusion reached, it is to be discussed at the next meeting. 5. Lengthsman: Cllr Harrison reported that he is pleased with the new Lengthsman who is working to a 4 weekly rotary programme with more hours in summer and fewer in winter, he is paid £11 per hour. Cllr Deller inquired into the Lengthsman’s training. 6. Seat: Mrs Barbara Hartley from Mill Houses has offered to pay for a replacement seat in memory of her husband Colin. She would like a wooden seat. The clerk is to source wooden seats. 7. Finance: The up to date Receipts & Payments Book and quarterly report was on display. Cllr Deller signed the bank statements. (a) Bank Statement: current 24 April – 23 July £2,725.72 Reserve: Interest 23 April – 23 July £0.10 £781.40 (b) Cllr Winstanley proposed & Cllr Harrison seconded that the following be paid Cheque No 342: BDO LLP (Audit) £58.75 (c) Audit: The Annual Return was approved and accepted by the Council, proposed by Cllr Dawson and seconded by Cllr Harrison. The notice is displayed on the notice board. Thank you letters have been received from the History Society and North West Air Ambulance. 8. Plans 10/00761/FUL – erection of part domestic/part small holding out building for Mr & Mrs Usher, Tenlands, Lowgill. 10/00869/LB – replacement of plastic dg windows with timber framed & replacement of plastic door with hard wood for Mr Rodney Bradley, The Green, Mewith Lane. 10/00874/FUL – erection of two storey extension to rear for Mr K Wilson, Millrace Cottage, Millhouses Road. There were no objections. 9. City Council: Licensing Act Review: A letter of support has been sent to the City Council regarding Rural Broadband. The City Council has applied for a grant from North West Regional Development to supply Broadband to Rural areas; if this is successful our area is to be a pilot. 10. County Council: Consultation re payment for transport to Denominational schools: update from Kiara Clarke, the CC has gained an award for creating a Parish & Town Council Charter. Highways: Acknowledgement from Network Rail: Highways Bulletin: Hornby to Melling road to be closed – Sept 20-24 & 27-30, Oct 1-4. Highways are to be informed of flooding on Old Moor Road in the dip north of Hunters Barn and on Russells Lane between the junction with Old Moor Road and Russells farm. New signs at the junction of High Road and Church road in Higher Tatham; the Parish Council requested a sign to prevent large vehicles following their Sat Navs as a short cut to Lowgill and becoming stuck on the corner of the steep hill behind Glen Cottage. These signs are very high and are misleading. Mr Garstang has complained to the County Council with reference number – LCCCSCRef conc – lf/21/09/10 794014. The chairman is willing to meet with Highways officials at the site. The Parish Council are to request one lower sign to read Access Only and no sat navs; PCSO Wood is to let the council know what signs are available. 11. LALC: Lancaster- minutes & agendas County – accounts & information re AGM: Newsletter: finance workshop 1 Dec: Free Planning event: Winter service grit boxes. National –Magazines: Information re Audit: Information re referendum on Precept, closing date 10 Sept. far too little time to discuss this. 12. Parish Plan: The History Society has devised a new series of lectures. 13. Correspondence: Consultation re Fire & Rescue Service: Consultation re Ribble Valley Borough Council Local Development Framework: Request for support of early day motion against Nuclear Power Stations, the Council does not want to support this. 14. Next meeting: 16 November at 7.30pm, at St James the Less Church. The meeting closed at 9.20pm. |
