TATHAM PARISH COUNCIL, MAY MEETING 2009 Held in the Old School, Tatham Fells on Tuesday 19 May
Present: Parish Councillors Melanie Winstanley, Andrew Taylor, Sue Dawson, Michael Mason, Bill Deller & Jim Harrison, the Clerk Mary Taylor and one member of the public, Richard Wilson. The meeting opened at 8.07pm following the Annual meeting. 1. Apologies: Cllr Murray who is ill and District Cllr Stuart Langhorn who has been elected Leader of the City Council and is attending a meeting, he is to be sent a letter of congratulation. 2. Minutes: of 17/03/09 have been circulated; they were signed as a true and correct record, proposed by Cllr Winstanley, seconded by Cllr Dawson. 3. Police and Community Together: 4. Lengthsman: The signed contract for 09/10 has been received; also time sheets for January and February and a more detailed one for April. Cllr Harrison is oraganisig the Lengthsman’s work. 5. Telephone Box: Nothing has been heard yet, from the Secretary of State re listing, 6. Finance: It was agreed to research other insurers for next year. The chairman signed Receipts & Payments book and bank statements. (a) Bank Statements – Current 31 March £474.97 14 April £4,374.97 Deposit, Interest 31 March £0.27 £780.90 (b) Received – City Council; Precept £3,900 (c) Cllr Winstanley proposed & Cllr Harrison seconded that we pay the following - Cheque No. 317 Allianz Insurance PLC £373.50 Cheque No. 318 LAPTC sub.(electorate 364; sec 137 £6.15 per elector) £84.55 Cheque No. 319 Tatham Fells Old School, hire of room £40.00 Cheque No. 320 Tatham Fells Old School (towards insurance) £400.00 Sec 137 Grants, all applications (with balance sheets) were approved in January - Cheque No. 321 St James the Less Church £240.00 Cheque No. 322 The Good Shepherd Church £240.00 Cheque No. 323 Friends of Tatham Fells School £200.00 Cheque No. 324 North West Air Ambulance £100.00 Cheque No. 325 Wray Village Institute (Wrayly Mail) £50.00 (d) AUDIT FORM – This was checked and signed. 7. Plans: New & Permitted: 09/00237/CU Application for continued temporary siting of log clad mobile home at Southmire Farm, Silly Lane for Mr AD Holland. New & Permitted: 09/00241/FUL Erection of a two storey extension to side at Higher Perries, Old Moor Road for Mr J Elder. 8. City Council: (a) question re Mayors Reception (b) Cllrs allowances (c) Mayors Sunday 17 May (d) Notification of Cllrs Changes of Register of Interests (e) Lancaster Square Route consultation. 9. County Council: (a) Lancashire Local-Lancaster District minutes & agendas (b) report on Waste & Minerals meeting. Highways: We have not received a reply from Mr Abraham to our March letter (possibly because the clerk’s broadband was down); this letter is to be re sent. Matters to report in the May letter; Ringstones Road, land had fallen away up to the side of the road on the right down to Croasdale beck and a wall at the side of the bridge is falling down. Flooding of a field at Millhouses, Highways are to be asked if their drain is blocked. A mirror has been put up and taken down in Lowgill village, letters were read regarding this. Mr Abraham said that it had been sited on a concrete lighting column which is not allowed and was also on private land. Local people are to be consulted re the flooding at Millhouses and also about a complaint about a footpath stile on High Road, Tatham Fells. 10. LALC: Lancaster: Report on meeting re special expenses: Local Strategic Partnership Grants: May CVS Bulletin. County – March newsletter; training and workshops, Employment Act; car allowance 42 p per mile. National – Magazines. 11. Community Futures: The Local History Exhibition held in the Old School on 21 March proved very popular. Tatham History Society has now been formed; local walks have been arranged, the first on 27 June will study the Roman Road from Lowgill to Ivah. 12. Correspondence: (a) Information re Freedom of Informartion (b) SELRAP (c) Equality Bill (d) Habitat Herald. 13. Next meeting – 21 July at 7.30pmat St James the Less Church, Tatham. The meeting closed at 9pm. |
