TATHAM PARISH COUNCIL, MAY MEETING 2011

Held in the Old School, Tatham Fells on Tuesday 17 May

 

Present: Parish Councillors Bill Deller, Jim Harrison, Melanie Winstanley, Andrew Taylor, Sue Dawson and Bronwen Osborne and the Clerk Mary Taylor.

The meeting opened at 8.30pm following the Annual meeting.

Cllr Harrison, the new chairman thanked retiring chairman Cllr Deller for his contribution to the Parish Council during his two years in office.

1. Apologies: Police Constable Carl Wood.

2. Minutes: of 15/03/11 have been circulated; they were signed as a true and correct record, proposed by Cllr Dawson, seconded by Cllr Winstanley.

3. Police and Community Together: There has been a theft of diesel from an adjoining parish.

4. Lengthsman: Cllr Harrison reported that he is pleased with the Lengthsman’s work. The City Council are to be asked for their schedule of road side verge cutting.

5. Insurance: Zurich has quoted £225, Came and Company £265. The meeting resolved to accept the Zurich quote, proposed by Cllr Harrison, seconded by Cllr Taylor.

6. Finance:

The chairman signed Receipts & Payments book and bank statements.

(a) Bank Statements – Current 31 March £1,536.83

19 April £5,986.83

Deposit, Interest 31 March £0.10 £781.70

(b) Received – City Council; Precept £4,450.00

(c) Cllr Dawson proposed & Cllr Winstanley seconded that we pay the following -

Cheque No. 348 Ian Sedgwick (repairs to notice board) £42.50

Cheque No. 349 Zurich Insurance (all insurance) £255.00

Cheque No. 350 LALC subscription. (Electorate 361) £87.07

Cheque No. 351 Tatham Fells Old School (towards insurance) £450.00

Cheque No. 357 Tatham Fells Old School (hire of room 5 meetings) £50.00

Sec 137 Grants, all applications (with balance sheets) were approved in January -

Cheque No. 352 St James the Less Church (£200 repairs, £260 grounds) £460.00

Cheque No. 353 The Good Shepherd Church (churchyard mowing) £260.00

Cheque No. 354 Friends of Tatham Fells School £220.00

Cheque No. 355 North West Air Ambulance £120.00

Cheque No. 356 Wray Village Institute (Wrayly Mail) £50.00

Cheque No. 358 Tatham History Society £85.00

(d) AUDIT FORM – This was checked, approved and signed.

7. Plans:

11/00388/FUL – erection of part single/part double storey extension to eastern elevation, for Mr D Hilton at Lythe Bank, Lythe Lane, Tatham.

11/00277/FUL – erection of agricultural building for storage for Mrs S Marsden, Ashleys Farm.

11/00343/FUL – installation of PV Solar Panels for Mr Stuart Wattam, Low Wood.

11/00382/LB – L B work to garage to include re roofing with pitched slate roof with 3 velux windows, replacement of window heads & pointing walls for Mrs Helen Bramley, Moor head Farm, Russells Road.

There were no objections.

Planners are to be contacted re application no 10/00870/FUL garage and garden store for Mr R Bradley, the Green. This has not been carried out in accordance with the plans.

8. City Council:

9. County Council: Chris Gateley – bite sized briefings – meeting 6 April.

Highways: Reply to our letter: winter gritting updates.

They are to be informed of pot holes on Mewith Lane between the junction with Lowgill road and Cross Road; this is a designated cycle route, near the bridge on Ringstones Road and on the Church Road in Tatham Fells.

Footpaths: Footpath 6A and part of footpath 4 in Tatham, Parkside Farm has been diverted.

10. LALC:

County – DCLG consultation: Training 16 & 23 July: Rural Services meeting 12 May: Green Alliance Survey: Big Society Awards: Freedom of Information & Data Protection: Workshop 4 August.

National – Magazines.

11. Health Issues: Bentham Health Centre has formed a Patients Forum. All agreed that Cllr Osborne should represent Tatham Parish Council on this Patients Forum.

12. Correspondence: M P Eric Ollerenshaw has not replied to our letter about Rural Broadband, a further letter is to be sent.

Received - Habitat Herald: Armed forces Day 25 June: Fire & Rescue risk management outcomes: Sustainable Government news: Incredible Edible Awards: Queen Elizabeth II Fields Trust – Cllr Osborne will pass this on to the Primary School.

13. Next meeting – 19 July at 7.30pm at St James the Less Church, Tatham.

The meeting closed at 9.20pm.
