TATHAM PARISH COUNCIL, SEPTEMBER MEETING 2006

Held in the Old School, Tatham Fells on Tuesday September 19

Present: District Cllr Pat Quinton, Parish Councillors Sue Dawson, Ruby Murray, Robert Whitfield, Andrew Taylor, Bill Deller, the Clerk, Mary Taylor and two members of the public Peter and Bronwen Osborne.

PUBLIC TIME: The proposed Parish Plan was discussed with helpful suggestions from Mr & Mrs Osborne and Cllr Pat Quinton.

A meeting with Tarja Wilson with regard to the Lengthsman is being arranged.

The meeting opened at 8.20pm.

1. Apologies: Cllrs Michael Mason, Melanie Winstanley.

2. Minutes: of 18/7/06 have been circulated; they were signed as a true and correct record, proposed by CllrDeller, seconded by Cllr Murray, all were in favour.

3. Police & Community Together: Police community newsletter: From Police News – a new youth centre has been opened in Caton Police Station by Super. Mick Marren; PC Ian Johnston, Community Beat Manager had instigated and arranged the setting up of the centre.

4. Finance: The up to date Receipts & Payments Book was open for inspection.

The chairman signed the bank statements.

(a) Bank Statement: Deposit; Interest April 24 – July 24 £3.63 £731.92

(b) Audit. The Annual Return was approved and accepted by the Council, proposed by Cllr Deller, seconded by Cllr Dawson. The notice is to be displayed on the notice board for 14 days.

Cllr Deller proposed & Cllr Dawson seconded that the following be paid

Cheque No 279 - BDO Stoy Haywood LLP, Audit £58.75

5. Plans

05/01617/FUL Mr A D Holland, Bradshaw Barn, Craggs to modify/ remove conditions

Refused modification to no 6 to extend hours of use.

Granted to remove conditions No 7 no outside working except for loading & unloading, main (eastern) door to be kept closed. No 9 relates to only animals raised on the farm & limited to one tonne or 15 carcasses per week. No 12 deliveries/collections be limited to one per day on weekdays between 08.00 & 18.00 hours & none at weekends or Bank Holidays.

New 06/00995/FUL Minor alterations to existing site plan, amendment of existing screen opening to incorporate new glazed door, addition of new fabric demountable parasol for Mr D Highley, Wilpenna Pound, Wennington.

There were no objections.

Minor work on trees at Haberfiled, Wennington – the City Council do not intend to place a tree preservation order on the trees.

6. Highways: Reply from Mr C L Craven, he is to be informed that the roadside verges need mowing and of cement of the road at Millhouses Brow causing a hazard to cyclists, complaints have been received re rally cars at Millhouses. He is to be asked again for cattle grids on Ringstones/Craggs Lane.

7. City Council: (a) Consultation re Gambling Act (b) Walking & Cycling Maps (c) Mayors Charity events Sept 1, Ladies Lunch Feb 3 & Dinner March 30 (d) Standards Board minutes of Dec 15, 2005 and agenda for Sept 13.

8. County Council: (a) School bus fares have been raised extortionately even with a 20% reduction for a season ticket; single- up to 3 miles £1; 3-8 miles £1.50; over 8 miles £2, Cllr Quinton spoke about this. (b) Sand & Gravel report web site (c) Lancashire Local draft protocol re how Local District & Parish should work together (d) Forest of Bowland Annual report (e) Information re Youth Groups (f) Lancashire Partnership, older people strategy consultations (g) Community car scheme, volunteer drive campaign (the Bentham one serves Lowgill)

9. North Yorkshire County Council: Notice of adoption of statement of community involvement.

10. LAPTC:

County – Training & Accounts.

National –Magazines & Mapping information.

11. Community Futures: The meeting resolved to go ahead with the Parish Plan, Cllr Dawson is to invite representatives to the November meeting, the clerk is to invite representatives of local organisations to the meeting with a view to forming a committee.

12. Correspondence: (a ) Reply from MP Geraldine Smith re Sustainable Communities Bill (b) Fire & Rescue Service draft year 4 Risk Management Action Plan for 2007/08 (c) DEFRA rural services review.

13. Next meeting: Nov 21 at 7.30pm in the Old School, Tatham Fells.

The meeting closed at 8.56pm.
